Deux véhicules relevant de la brigade pénitentiaire ont dérapé, après avoir percuté des garde-fous en ciment, sur la route internationale Beyrouth-Damas au niveau de Kahalé. L’accident a fait quatorze blessés : dix prisonniers et quatre membres de la troupe. Deux des soldats ainsi que les dix prisonniers blessés ont été transportés à l’hôpital al-Hayat.
Dix autres prisonniers sont sortis indemnes de l’accident. Ils ont été transférés à la prison de Roumié.

Les travaux du premier congrès sur les soins de santé primaires dans les prisons libanaises ont été clôturés hier par une série de recommandations relatives aux droits du prisonnier à la santé et à l’amélioration de ses conditions de détention.Dans une première partie, les congressistes ont ainsi insisté, en se basant sur la littérature internationale, sur « les règles élémentaires et principales dans le traitement des prisonniers », comme sur le code de déontologie des médecins, qui précise le rôle des agents de santé et des médecins dans la protection des prisonniers et des détenus de la torture et de la maltraitance. Les panélistes ont de même appelé à « généraliser » ces règles auprès des autorités concernées et les pousser à « s’y conformer ».Remerciant les associations et les ONG pour leur aide dans ce domaine, notamment Adl wa Rahma et Médecins sans frontières, les congressistes ont noté que « l’administration ne doit pas pour autant démissionner de son rôle principal visant à mettre au point une stratégie générale pour améliorer la santé des prisonniers et œuvrer à assurer les fonds nécessaires à cet effet ».Dans leurs recommandations, les conférenciers ont souligné l’importance de former un comité médical qui serait chargé exclusivement des prisonniers et duquel doivent relever des centres médicaux et des cabinets qui seraient installés dans les différentes prisons. Ce comité sera attaché au président du département de santé des forces de sécurité.En ce qui concerne le développement de la structure médicale actuelle, les panélistes ont constaté que, mis à part le centre médical de la prison de Roumieh, il n’existe aucune structure médicale propre aux prisons. Ils ont noté que « les demandes en matière de soins de santé sont plus importantes que les moyens actuellement disponibles, d’autant que la prise en charge des femmes ne se résume pas aux examens de routine et à l’hospitalisation, mais doit englober les différents aspects de leurs problèmes de santé tant sur le plan individuel que collectif ».Les congressistes ont de même appelé à doter les prisons d’équipements nécessaires pour un examen médical obligatoire des nouveaux détenus et à ouvrir un dossier médical à chacun d’entre eux, ainsi qu’à isoler les prisonniers souffrant de maladies transmissibles.Évoquant les conditions de détention, les participants ont noté la nécessité de « réduire la densité des détenus dans la prison de Roumieh » et d’assurer « au moins 4 mètres carrés à chaque prisonnier ». Et de proposer une série de mesures susceptibles de réaliser cet objectif.Également au nombre des recommandations : la nécessité de publier dans les trois langues (arabe, français et anglais) une brochure sur les droits des détenus et les moyens de recevoir les services médicaux, qui sera remise à chaque prisonnier, de coopérer avec les administrations publiques, les institutions pédagogiques et les sociétés civiles, et de créer un comité de suivi qui s’assurera de l’application de ces recommandations.

Selon le responsable de Solide, Ghazi Aad, qui s’adressait à l’agence al-Markaziya, le ministre a indiqué qu’il a abordé le sujet des détenus et des disparus dans les prisons syriennes avec son homologue syrien, le général Bassam Abdel Magid. Mais ce dernier lui a répondu que le dossier ne figure pas dans ses prérogatives. Ghazi Aad a précisé que sur le plan juridique syrien, c’est le ministre de l’Intérieur qui est responsable des affaires des prisons, sauf que depuis la loi d’urgence, ce ministère n’est plus directement responsable des prisons, plus précisément les prisons sécuritaires et militaires. Et d’affirmer que les demandes des parents des détenus n’ont pas changé et qu’elles trouvent leur source dans le discours présidentiel.
